TeamCity: Error “Agent has unregistered (will upgrade)” after installing new Agent (SOLVED)

Today I installed a new TeamCity Agent on Windows 2003, and after authorizing it on the TeamCity admin console it appeared with the status “Agent has unregistered (will upgrade)”

Looking in the wrapper and upgrade logs for the installed Agent, I found the following entries:

[2011-03-17 11:53:05,291]   INFO - .agent.run.ProcessOutputLogger - wrapper  | OpenSCManager failed - Access is denied. (0x5)

FATAL  | wrapper  | 2011/03/17 15:49:27 | OpenSCManager failed - Access is denied. (0x5)

The only current solution for this bug is to add the user running the agent service to the local admin group.
